“Partnerships” is what makes the concept and CEPPP's is what makes the difference. The usual way public agencies have been procuring services has been one-directional, for instance, that of 'supply' without paying specific attention to the ‘demand' side. The difference is that PPP's are bringing 'supply' and alternating ‘demand' side onto a common forum. Where PPP's have been successfully practiced especially in the West and nearer home, South Africa - they remain worthy benchmarks to be replicated in all social and economic sectors, public and private alike.
